The conceit is that the Japanese federal government has formed a commission to censor books, and libraries, controlled by local governments, have formed a militia to defend themselves. Armed librarians rigorously trained in martial arts patrol cities, keeping watch for the vans of the Media Betterment Committee. My favorite part so far is when a guy caught cutting pictures out of a library's magazine is beaten and handcuffed. It is very a girly story. Our protagonist is a fearless young woman tormented by her conflicted feelings for her superior officer. He is solitary, poor, nasty, brutish, and short; always there to bail her out of a jam; and always unkind to her about getting into jams. Girly is fine. All lit is chick lit. Strong silent types don't write.
